Job Description

Rossi Group is seeking a highly motivated and experienced Environmental Scientist to join our growing team. The qualified candidate will serve as Project Manager or Deputy Project Manager on a variety of multimodal transportation and transit projects on behalf of our clients throughout the Mid-Atlantic. Projects are primarily located in Maryland, Delaware, and Pennsylvania.

This is Non-exempt; full-time; 40 hours per week; (Monday through Friday) position with some evenings and weekends depending on client needs. This position can report to our Hunt Valley, MD, Dover, DE or Wilmington, DE office locations and offers a flexible work from home schedule up to 2 days a week.

The anticipated salary range of $55/hr. to $72/hr. dependent upon experience, certifications, and abilities.

Minimum Qualifications 

Bachelor or Master of Science in Planning, Environmental Science, or related field from an accredited college or university

Minimum 10 years of relevant NEPA and environmental planning and permitting experience for multimodal and civil engineering projects

Current AICP or related certification (or ability to pursue AICP or related certification within 6 months of hiring)

Excellent analytical and communication skills

Demonstrated ability to lead and manage multiple projects and personnel

Positive attitude and ability to work independently or as part of a team

Commitment to being an active participant of our company culture

Valid driver’s license and reliable transportation to meetings and site visits

Duties and Responsibilities

Manage and develop planning studies and NEPA documents, including Categorical Exemptions, Environmental Assessments, Environmental Impact Statements (EIS), and supporting technical studies

Manage multiple projects simultaneously

Provide a full range of project management services, including the development of project scopes, monitoring budget control, tracking schedules, and personnel allocation/planning

Participate and/or present at project and public meetings, and lead in preparing meeting materials and documenting meeting results

Able to execute work with minimal supervision and able to take responsibility for project assignments and quality of work

Lead and/or participate in efforts in business development and marketing, and manage efforts in preparing and submitting proposals, and attending proposal interviews

Enjoy a significant role with direct influence on business decisions

 

Knowledge and Skills

Current knowledge of environmental policy, local, state, and federal environmental regulations, including NEPA

Ability to conduct wetland, forest delineation fieldwork, or similar surveys in support of impact assessment and permitting for multimodal transportation projects

Skilled project management experience leading projects from initiation to closing, covering planning, execution, monitoring and controlling time, budget, and staff

Make decisions independently on scientific problems and methods; collaborate with team members to reach sound conclusions

Ability to effectively utilize software for word processing, spreadsheets, and publication (Word, PowerPoint, Adobe)

Strong and effective spoken and written (English) communication skills, including the ability to prepare and present clear, concise reports, data and information to public officials, professional peers, and clients

Ability to develop and maintain effective working relationships with co-workers, public officials and other government agencies, clients, and consultants

Working Conditions

Work is generally performed in an indoor office setting

Working from a job site office may be necessary

Field work would include physical visual inspection of project sites; walking project sites and/or driving project sites; working outdoors, walking on uneven ground of construction sites; lifting objects of 20 pounds
