Rita founded Rossi Group in 2015 and serves as the President. She oversees the strategic development and operations of the company and ensures our clients' needs are met. Her technical experience is in strategic project planning and engineering design of transportation projects for local and state transportation agencies.

Carter serves as Vice President of Business Development, COO, and Director of Construction Management. He draws on his depth of experience in the transportation industry to provide construction management, project management, and engineering consulting services to our clients in the Mid-Atlantic.

Marc handles the Delaware Business Development and manages our Dover office. He leads our Delaware business strategy and growth plan, drawing on his experience in the public transportation industry to provide planning and engineering services to our clients. Prior to joining Rossi Group, Marc finished his career at DelDOT as the Director of Planning.

Director of Transportation Engineering
Sean leads our transportation engineering team. He oversees the preliminary and final design of roadway and active transportation projects for local and state transportation agencies, utilizing his management and in-depth design experience to expertly serve our clients.
Lex oversees our environmental and sustainability services. Her experience focuses on policy, transportation, and NEPA compliance and permitting at the local, state, and Federal levels. Her thorough NEPA understanding aligns transportation projects with environmental policy to develop sustainable solutions.

Leon serves as Director of Traffic Engineering. He utilizes his experience in the public and private transportation industry, including serving as a transportation safety manager for DDOT, to lead our multi-disciplinary team managing traffic and transportation engineering and operations projects.

Steph leads our communications and marketing strategy. She supports our business development efforts and identifies new opportunities, fosters teaming relationships, and prepares proposal materials. Her experience includes digital marketing, communications, and fundraising for both agencies and large private firms.

Heather Coons is a Senior Project Manager. She applies her knowledge of NEPA, air compliance, regulatory policy development, and GIS to transportation and environmental planning projects, allowing us to provide comprehensive environmental solutions to our clients.

Ann Marie Townshend, AICP
Senior Project Manager
Ann Marie is a Senior Project Manager. Utilizing her years of experience guiding and leading local government agencies in the State of Delaware, she manages community and municipal planning, working closely with our clients and partners in Delaware, Maryland, and Pennsylvania.
Brenda is our Office Administrator and Director of HR leading our human resources, benefits administration, accounting, and handling our administration needs. With her enthusiastic can-do attitude, she supports our team's daily operations and ensures that the office and on-site operations are running smoothly and safely.
